Kenyan Traffic Offenses and Their Fines – NTSA

The National Transport and Safety Authority (NTSA) has outlined specific traffic offenses to address road safety and reduce accidents in Kenya. Below is a summary of traffic violations and the corresponding penalties:

  • Rule 12(1)(b): Learner driver without “L” plates – Ksh 1,000.
  • Rule 130C(1) & (3): Unauthorized person driving a PSV – Ksh 5,000.
  • Rule 22A(1) & (2): Vehicle owner not providing seat belts – Ksh 1,000 per seat.
  • Rule 22A(5) & (6): PSV conductor not maintaining clean seat belts – Ksh 500.
  • Rule 25: Absence of warning signs (lifesavers) – Ksh 2,000.
  • Rule 41A: Missing speed governor in PSV and commercial vehicles – Ksh 10,000.
  • Rule 54A: Operating a PSV with tinted windows – Ksh 2,000.
  • Rule 56(1) & (2): Missing fire extinguishers and fire kits in a PSV – Ksh 2,000.
  • Rule 59A(1): Using a mobile phone while driving – Ksh 2,000.
  • Rule 65(f) & 72: PSV driver stopping at unauthorized locations – Ksh 3,000.
  • Rule 68(1)(x) & 72: Passenger boarding/alighting at unauthorized locations – Ksh 1,000.
  • Rule 80: Body part outside a moving vehicle – Ksh 1,000.
  • Section 101(2): Conductor failing to refund fare for unfinished journeys – Ksh 5,000.
  • Section 103(1) & (2): Touting – Ksh 3,000.
  • Section 103A(1) & (7): PSV driver or conductor without badge and uniform – Ksh 2,000.
  • Section 103B(1) & (7): Motorcycle rider/passenger without protective gear – Ksh 1,000 each.
  • Section 12(1) & Rule 7: Driving without identification plates – Ksh 10,000.
  • Section 16(2) & 17A(3): Driving without a valid inspection certificate – Ksh 10,000.
  • Section 22A(3) & (4): Not wearing a seat belt while driving – Ksh 500.
  • Section 30(1) & (7): Driving without a valid license endorsement – Ksh 7,000.

  • Section 42(1): Exceeding speed limits:
    • By 1-5 kph – Ksh 500.
    • By 6-10 kph – Ksh 3,000.
    • By 11-15 kph – Ksh 6,000.
    • By 16-20 kph – Ksh 10,000.
  • Section 45A(1) & (2): Driving on pedestrian walkways – Ksh 5,000.
  • Section 52(1): Disobeying a police officer’s or traffic sign’s directions – Ksh 3,000 to Ksh 5,000.
  • Section 53(1): Causing road obstruction – Ksh 10,000.
  • Section 53(3) & (4): Not displaying reflective triangles when vehicle obstructs road – Ksh 3,000.
  • Section 60(1): Motorcycle carrying more than one passenger – Ksh 1,000.
  • Section 90(2): Driving on a footpath or obstructing passage – Ksh 5,000.
  • Section 98(1): Unlicensed person driving or conducting a PSV – Ksh 5,000.
  • Section 98(1): Hiring an unlicensed PSV driver or conductor – Ksh 10,000.
